CELLCOM ISRAEL LTD. ANNOUNCES PARTIAL PREPAYMENT OF CREDIT FACILITY

Netanya, Israel – October 25, 2007 – Cellcom Israel Ltd. (NYSE: CEL) (the "Company") announced that the Company's Board of Directors decided yesterday on a voluntary partial prepayment of the term loan provided by the Company's credit facility from a bank syndicate, in a principal amount of US$140 million (comprising of approximately US$85 million principal amount denominated in US$ and approximately NIS 253 millions principal amount denominated in NIS). The prepayment will be made during November 2007, in accordance with the terms of the facility agreement. Pursuant to the aforesaid partial prepayment, the outstanding principal amount of the term loan will be US$ 140 million (comprising of approximately US$ 85 million denominated in US$ and approximately NIS 253 million denominated in NIS).
