Annual General and Special Meeting of Shareholders to be held on May 4, 2026
(the “Meeting”)

I, Norton Singhavon, CEO of the Company, hereby certify that:

(a) in accordance with the requirements set out in section 2.20(a) of National Instrument 54-101 – Communication with Beneficial Owners of Securities of a Reporting Issuer (the “Instrument”), arrangements have been made to have the proxy-related materials for the Meeting sent in compliance with the applicable timing requirements in sections 2.9 and 2.12 of the Instrument;

(b) in accordance with the requirements set out in section 2.20(b) of the Instrument, arrangements have been made to carry out all of the requirements of the Instrument in addition to those described in paragraph (a) above; and

(c) the Company is relying upon section 2.20 of the Instrument in connection with the abridgment of certain time periods specified in subsections 2.2(1) and 2.5(1) of the Instrument in respect of the Meeting.
