Re: Consent of Qualified Person

In connection with the information circular of the Issuer dated January 23, 2026 (the "Circular") and the proposed plan of arrangement involving the Issuer and the Company pursuant to an arrangement agreement dated December 7, 2025, as amended on January 21, 2026 (the "Arrangement"), I, Steven L. McMillin, P.G. (the "Qualified Person"), hereby consent to the filing with the regulatory bodies above and to the incorporation by reference of, use of extracts from, or a summary of the report entitled "NI 43-101 Technical Report – Tuscarora Project – Elko County, Nevada, USA" with an effective date of January 5, 2026 (the "Report"), and to being named in the Circular.

I confirm that I have read the Circular and have no reason to believe that there are any misrepresentations in the information contained in the Circular that are derived from the Report or within my knowledge as a result of the services performed by me in connection with the Report and that it fairly and accurately represents the information in the Report or part that the Qualified Person is responsible for.

I also provide my consent, in the event that the Arrangement is completed, to the public filing of the Technical Report by the Company with the Canadian securities regulatory authorities listed above and on the System for Electronic Data Analysis and Retrieval (SEDAR+) under the Company's profile.
