The Regulatory Agreement was signed today (or "Contratto di Programma") between the National Civil Aviation Authority (or "ENAC") and AdB SpA, the "Guglielmo Marconi" airport management company of Bologna airport, which is valid for the 2023-2026 period. The "Contratto di Programma" was signed by ENAC's General Manager Mr. Alessio Quaranta and by AdB's CEO and General Manager Mr. Nazareno Ventola. The "Contratto di Programma" regulates investment execution and quality and environmental sustainability objectives, as well as the Business Aviation/Airport Fees & Charges dynamics during the 4 year period.
Today's agreement comes at the end of an extended procedure that included AdB's Investment Plan Update submission to ENAC, already and previously approved in 2022, together with the traffic forecast and the quality and environmental sustainability objectives for the 2023-2026 period. Also, following the recent approval of the new charges by the Transport Regulation Authority (or "ART"), AdB jointly presented to ENAC the Economic & Financial Plan (or "PEF"), which includes 140 million Euros of planned investments during the 4-year period.
The planned investments are entirely financed by AdB, using both own resources and third party instruments, such as bank loans and European Investment Bank (or "EIB") funds as recently negotiated and communicated to the market.
The Investment Plan includes multiple measures aimed at optimising the airport infrastructural capacity. Specifically, through projects that will lead to terminal operations' improvement, flight infrastructure's and passengers' experience enhancement, considering both environmental sustainability and technological innovation.
The "Contratto di Programma" will be formalized and officialized through the Decree of approval by the Ministry of Transport and Ministry of Finance.

Aeroporto Guglielmo Marconi di Bologna, classified as a "strategic airport" in the centre-north area of the National Airports Plan prepared by the Ministry of Infrastructure and Transport, recorded in 2022 8.5 million passengers, ranking as the seventh biggest Italian airport by number of passengers (Source: Assaeroporti – Aeroporti2030). Located in the heart of the Emilian food valley and the automotive and packaging industrial districts, the airport has a catchment area of about 11 million inhabitants and around 47,000 companies, with a strong propensity to exports and internationalisation and with commercial expansion policies to Eastern Europe and Asia.
As for airport infrastructure, the airport has among its strategic objectives in the next few years an important development plan that mainly concerns the expansion of the terminal, particularly in the parts of security checks and gate area. The company's aim is to make Bologna Airport one of the most modern and functional in Italy, an important gateway to the city and region.
