केंद्र सरकार व शेतकरी संघटनाही बैठकीला तयार. पुढाकाराच्या मुद्द्यावरून 'जैसे थे' स्थिती

नवी दिल्ली : नव्या कृषी कायद्यांच्या मुद्द्यावरून शेतकरी नेत्यांशी खंडित झालेली चर्चा पुन्हा सुरू करण्याची केंद्र सरकारची तसेच, आंदोलक संघटनांचीही तयारी असली तरी आधी प्रस्ताव कोण पाठवणार या पेचात बैठकीची पुढील फेरी अडकून पडली आहे.
'शेतकरी संघटनांशी आत्तापर्यंत झालेला संवाद पुढे नेण्यासाठी केंद्र सरकार उत्सुक असून यापूर्वी दिलेल्या प्रस्तावाच्या आधारावर चर्चा केली जाऊ शकते,' असे केंद्रीय कृषिमंत्री नरेंद्र तोमर यांनी पत्रकारांच्या 'गप्पां'मध्ये स्पष्ट केले. शेतकरी नेत्यांनी अनौपचारिक गट तयार करून नवा अजेंडा ठरवून तसा प्रस्ताव केंद्राला दिला तर बैठक घेता येईल: पण अजून तरी शेतकरी नेत्यांकडून नवा प्रस्ताव आलेला नसल्याची माहिती तोमर यांनी दिली. बैठकांच्या फेऱ्या सुरू करण्यासाठी संघटनांनी पुढाकार घ्यावा असे केंद्र सरकारचे, तर केंद्राचे आमंत्रण आल्याशिवाय आम्ही चर्चेला कसे जाणार, असे शेतकरी संघटनांचे म्हणणे आहे.
शेतकरी आंदोलनाची पुढील दिशा ठरवण्यासाठी दोन दिवसांपूर्वी सिंघू सीमेवर झालेल्या शेतकरी नेत्यांच्या बैठकीत केंद्र सरकारशी पुन्हा कशी व कोणत्या मुद्द्यांवर चर्चा केली जाऊ शकते, यावर विचार झाल्याचे समजते. केंद्राने चर्चेचा प्रस्ताव दिला तर
कठीण काळ संपेल! केंद्रातील काँग्रेसप्रणीत तत्कालीन संयुक्त पुरोगामी आघाडी (यूपीए) सरकारविरोधात समाजसेवक अण्णा हजारे यांनी केलेल्या आंदोलनानंतर 'यूपीए' सरकारला लोकसभा निवडणुकीत सत्ता गमवावी लागली
होती. हजारेंच्या आंदोलनाशी आताच्या शेतकरी आंदोलनाशी तुलना केली जात असल्याच्या मुद्द्यावर तोमर म्हणाले की, हजारेंचे आंदोलन जवळून पाहिलेले नसल्याने तुलना करणे योग्य ठरणार नाही. काही लोक अपप्रचार करून शेतकऱ्यांची दिशाभूल करत असल्याने शेतकरी आंदोलन करत आहेत. लोकशाही देशांमध्ये जनआंदोलने होत असतात. हा कठीण काळ संपेल व देश पुढे जाईल, असा आशावाद तोमर यांनी व्यक्त केला
घेण्यात कृषी आला. बाजारासंदर्भातील कायदा रद्द करावा, कंत्राट शेतीसंदर्भातील कायद्याला स्थगिती देऊन त्यावर सविस्तर चर्चा करण्यासाठी समिती नेमली जावी. या समितीत केंद्र तसेच. शेतकरी नेत्यांचा समावेश असावा, असा तडजोडीचा नवा संभाव्य प्रस्ताव केंद्राला देण्याबाबत संघटनांच्या बैठकीत चर्चा झाली. मात्र, त्यावर अंतिम निर्णय होती. त्यात महासचिव प्रियंका गांधी-झाला नसल्याचे या घडामोडींशी संबंधित जाणकारांनी सांगितले.
शेती कायदे रद्द करण्याबाबत केंद्राने भूमिका स्पष्ट केली असून ंदरवर्षी ठरवले जाणारे हमीभाव हा प्रशासकीय निर्णय असतो. नवे कायदे हमीभावाशी निगडित नसल्याचा पनरुच्चार तोमर यांनी केला. मात्र, शेतकऱ्यांनी नवा प्रस्ताव दिल्यास केंद्राकडून गांभीर्याने विचार केला जाईल. शेतकऱ्यांना एक दिवसदेखील
आम्हाला (केंद्र सरकार) वाटते. अशी भावना तोमर यांनी व्यक्त केली. भाजपचे नुकसान नाही! भारतीय किसान युनियनचे प्रवक्ता राकेश टिकैत यांना हरियाणा व पश्चिम उत्तर प्रदेशमधन राजकीयदृष्ट्या महत्त्वाच्या मानल्या गेलेल्या खाप पंचायतींचा पाठिंबा वाढू लागला आहे. त्यातच काँग्रेसनेही उत्तर प्रदेशमध्ये 'किसान पंचायत' आयोजित केली ।

उत्तराखंडमध्ये हिमनदीचा कडा कोसळून चार दिवसांपूर्वी आलेल्या पुरानंतर गुरुवारी दौलीगंगा नदीच्या पाण्याच्या पातळीत वाढ झाल्याने तपोवन जलविद्युत प्रकल्पाच्या बोगद्यात अडकलेल्या ३० हून अधिक जणांच्या सुटकेसाठी सुरू असलेले प्रयत्न काही वेळासाठी थांबवावे लागल्याचे वृत्त आहे. या दुर्घटनेतील कर्मचारी मृतांची संख्या ३५ वर पोहोचली आहे, गोचर येथे गुरुवारी आणखी एक मृतदेह मिळाला असून रविवारपासून १६९ जण बेपत्ता आहेत. तपोवन बोगद्यातील चिखल
ढिगारा दगडमातीचा आणि काढण्यास मदतकार्य यंत्रणांनी पुन्हा -सुरुवात केली आहे. दुर्घटनेत बेपत्ता झालेल्यांचा शोध घेण्यासाठी डोनचा वापर करण्यात येत आहे तर जलविद्युत प्रकल्पाच्या बोगद्यात चिखल आणि गाळ भरला असल्याने आत अडकलेल्या ३० हन अधिक जणांच्या सुटकेसाठी विविध मदतकार्य यंत्रणा अहोरात्र काम करीत आहेत. मात्र नदीच्या
पाण्याच्या पातळीमध्ये वाढ झाल्याने या मदतकार्यात अडथळे निर्माण
पाण्याची पातळी ओसरल्यानंतर मदतकार्य पुन्हा सुरू करण्यात आले, मात्र सध्या छोटी पथकेच पाठविण्यात येत असल्याचे अधिकाऱ्यांनी सांगितले. पाण्याच्या पातळीमध्ये वाढ होण्यापूर्वी मदतकार्य पथकाने बोगद्याच्या सुरुवातीला असलेला चिखल काढण्याचे प्रयत्न सुरू केले होते. मात्र पाण्याच्या पातळीमध्ये वाढ होताच मदतकार्य पथकातील अवजड यंत्रांसह बोगद्याच्या बाहेर आले. खबरदारीचा उपाय म्हणून काम तात्पूरते थांबविण्यात आल्याचे चामोलीच्या जिल्हा दंडाधिकारी स्वाती भदौरिया यांनी सांगितले.
बोगद्यात ६८ मीटर आतमध्ये खोदकाम सुरू करण्यात आले आहे. अडकलेल्यांसाठी बोगद्यात सिलेंडरसारखी प्राणवायूच्या जीवरक्षक उपकरणे नेण्यावर सध्या भर आहे. बुधवारपर्यंत १२० मीटरपर्यंतचा गाळ उपसण्यात आला होता. बोगद्यात १८० मीटरवर काही जण अडकलेले आहेत.
बोगद्यातील तापमान २०-२५ अंश सेल्सिअस असल्याने अडकलेल्यांना काही प्रमाणात प्राणवायू उपलब्ध झाला असण्याची शक्यता आहे, असे अधिकाऱ्याने सांगितले.

The above results were reviewed by the Audit Committee and were thereafter approved by the Board of Directors at their meeting held on February 10, 2021.

Exceptional items consist of
a) Write back on reassessment of performance royalty liability recorded in earlier years and no longer required, post the Intellectual Property Appellate Board (IPAB) order dated December 31, 2020. The write back amounted to ₹2,670.60 lakhs for the quarter ended December 31, 2020.
b) An additional amount of ₹ 261.21 lakhs in the consolidated financial results for the quarter and nine months ended December 31, 2020 in respect of fee received consequent to termination of time brokerage arrangement to broadcast radio programmes and content in New York and New Jersey with N J Broadcasting, a US based broadcaster. However, the time brokerage arrangement entered into with Touchdown Ventures Inc for another frequency to broadcast radio programmes and content in New Jersey shall continue.
Out of the total write back related to reassessment of performance royalty liability, ₹ 347.57 lakhs pertaining to the half year ended September 30, 2020 has been reduced from production expenses and ₹ 2,323.03 lakhs has been recorded as exceptional item in the financial results for the nine months ended December 31, 2020.
