Eiffage, through its Eiffage Génie Civil (lead contractor), Eiffage Rail, Eiffage Énergie Systèmes and Eiffage Concessions subsidiaries, has won in consortium with the LA/BA architects, the €452 million global performance contract (design, build, maintenance and operation) to rebuild in Villeneuve-Saint-Georges the Transilien (Paris suburban rail network) maintenance technical facility of the Line D of the RER and line R called "Villeneuve Demain". Eiffage's share of this contract integrally financed by Île-de-France Mobilités, is worth €449 million.
The project was awarded by SNCF Voyageurs' Grand Villeneuve agency within the Transilien division and covers more than 35,000 sqm in floor space. It includes the design, construction and maintenance over a six-year period of the buildings and rail installations (with three optional extensions of three-year each) with no interruption to services.
In view of the anticipated growth in traffic over the coming decades on Line D of the RER and Line R of the Transilien network, the project's goal is to gear the site's maintenance installations up to meet the technical characteristics of the next-generation trains held by Îlede-France Mobilités. The performance targets are expected to cover the availability of maintenance installations, the energy performance of the buildings through deployment of an Energy Management System (EMS) and shorter turnaround times.
The consortium led by Eiffage will call on the expertise of other Group companies, such as Eiffage Route, Demcy (demolition) and Roland (earthworks), Eiffage Génie Civil's entities and Ferlioz, a recently established unit of Eiffage Concessions specialised in rail infrastructure maintenance and operation.
The project includes major environmental commitments (use of biobased materials and lowcarbon concrete) and an innovative digital approach (BIM design, private 5G network and integration of a control room). As part of the consortium's social commitments, social employment will account for 6% of the hours worked on the site.
Following the design phase, which is expected to last until October 2023, works will begin in January 2024, with an initial delivery date in December 2026 coinciding with the beginning of maintenance arrangements, and a final delivery date in December 2027.
This contract demonstrates the effectiveness of Eiffage's model built on its integrated offer and its ability to provide turnkey rail infrastructure management solutions.
