Profile Software and EY Greece successfully delivered the new Renewable Energy Licensing Information System for the Ministry of Environment and Energy

Athens, 5 November 2025: Profile, a leading software solutions provider, in collaboration with EY Greece, has successfully delivered the Renewable Energy Licensing Information System (RELIS) on behalf of the Hellenic Ministry of Environment and Energy.

RELIS is a modern, unified digital platform that manages all stages of the licensing process for Renewable Energy Sources (RES), High-Efficiency Cogeneration of Heat and Power (HECHP), and energy storage units. Its aim is to fully digitise and simplify the licensing procedure, with a strong focus on transparency, speed, and efficiency. The project was funded by the Green Fund under the "Natural Environment and Innovative Actions 2020–2021" programme.

Through RELIS, investors and stakeholders can electronically submit applications and supporting documents, monitor the progress of their requests in real time, and receive decisions and opinions from the competent authorities digitally. The system also ensures interoperability with existing public sector information systems, facilitating automated document exchange and significantly reducing bureaucracy and processing time.

The implementation of RELIS and its operation as a unified entry point for all RES and HECHP producers strengthens the integration of renewable energy sources into the country's energy system, offering the Ministry of Environment and Energy the ability to monitor licensing activity both regionally and nationally. It serves as a central pillar of information for the licensing process and simultaneously acts as an interoperability hub with the individual information systems of all involved licensing authorities.

Each RES, HECHP or energy storage station receives a unique registry number upon entry into RELIS, which remains valid throughout the entire electronic licensing procedure.

RELIS features an advanced deadline tracking system for every stage of the licensing process, including the expiry of relevant licences or contracts. In parallel, it provides automated notifications to investors and licensing authorities, ensuring timely updates and compliance with the applicable regulatory framework (Law 4951/2022).
