Informative report "On the Natural Gas Market Reform"

3. (N) Based on Articles 1 and 2 of this Protocol Decision, to support the unbundling of ownership of natural gas transmission system and storage operator as of April 3, 2017 (a full ownership unbundling). To stipulate that a sister company of the JSC "Latvijas Gāze" shall be founded in 2016 and shall possess the natural gas transmission and storage infrastructure.

4. (N) Taking into account the proposals of the Ministry of Justice, the Ministry of Economy in cooperation with the Ministry of Justice shall adjust the wording in pages 8 and 9 of the Informative report to comply with the Energy Law, consider Article 23 of the statement on the opinions of ministries and specify the form of ownership of the entity to be unbundled. Minister of Economy shall submit the updated informative report to the State Chancellery.

5. (N) The Ministry of Economy shall notify in writing the shareholders of the JSC "Latvijas Gāze" with a stake of more than 3% regarding the planned course of development of the liberalisation of the natural gas market.

6. (N) The Ministry of Economy in cooperation with the Ministry of Justice and the Public Utilities Commission shall prepare till June 1, 2015 the package of draft normative acts necessary to implement the unbundling of ownership of natural gas transmission operator.

7. (N) To take note that the Public Utilities Commission intends to approve the rules of natural gas infrastructure developed by the Joint Stock Company "Latvijas Gāze" – "Rules of Usage of Natural Gas Transmission System of Joint Stock Company "Latvijas Gāze"" and "Rules of Usage of Inčukalns Underground Gas Storage Facility of Joint Stock Company "Latvijas Gāze"" – till the middle of April.
