ANNOUCEMENT
The board of directors (the "Board") of Star Cyberpower Holdings Limited (the "Company") announces the following appointments and resignation:-

Mr. Zhang Ling Yu was appointed executive director and Deputy Chairman of the Company and Ms. Tan Bin as executive director of the Company on 3 November 2000.

Dr. Mahommed Bin Ali was appointed executive director of the Company on 6 November 2000.

Mr. Chan Cheung Ming resigned as executive director of the Company on 7 November 2000.
Mr. Zhang Ling Yu is the President and professor of “中國北京田力寶科技研究所”. Prof. Zhang has been engaged in biotech research for over 28 years and is presently doing research work in the United States and China. He is the pioneer in a number of scientific researches covering such areas as eco-agriculture“生態農業”, ecotope“生態環境”, biomedicine“生物醫藥”, bio-rearing“生物飼養”and bio-skincare“生物皮膚保健”, the achievements of which have been put into production.
Ms. Tan Bin is the General Manager of “中國北京田力寶科技研究所”and has rich experiences in both biotech research and management.
Dr. Mahommed Bin Ali is currently a registered Specialist in Clinical Oncology and a private consultant on health. Dr Ali joined the former Medical & Health Department in 1970 and retired in 1995 after rising to the post of Assistant Director of Health. He is a consultant of various medical and health care institutes such as Health and Quarantine Bureau Ministry of Health China, International Life Sciences Institute (I.L.S.I) on Food and Functional Foods. He is also the Hon. Treasurer of Hong Kong Biotechnology Association.
The Board hereby extends their warm welcome to Prof. Zhang Ling Yu, Ms. Tan Bin and Dr. Mahommed Bin Ali. We are convinced that their experiences in the biotechnology and medical profession will undoubtedly contribute to the development of the Company in biotech and related businesses. The Board would also like to express their appreciation to Mr. Chan for his contribution to the Company.
