Re: Petition regarding the amended order issued pursuant to the Planning and Building Law

Further to the Company's report on the amendment to the exemption order under the Planning and Building Law, 1965 granted to the Company, such that it would also include a temporary exemption for a permit for the installation of gas turbines for power generation and auxiliary systems (the amended order),¹ the Company hereby updates that today, December 7, 2025, an urgent petition for a conditional order and a request for a temporary order was served to it. This was led by Haifa Municipality (the petitioner) to the High Court of Justice, against a series of respondents² including the Company (the petition).

In the petition, the court is requested to issue a conditional order to cancel the amended order and alternatively to freeze the amended order and return it to the competent authorities for renewed discussion of the matter, as well as to grant a temporary order to immediately freeze any action advancing the implementation of the amended order and works pursuant to it until the petition is claried.

The Company is reviewing the details of the petition with its legal advisers and will respond accordingly. Respectfully,
